It would be nice to have <TMPL_UNLESS></TMPL_UNLESS> construct in
CL-HTML-TEMPLATE.  As a negative to <TMPL_IF></TMPL_IF>.

Sometimes it is necessary to check for absence of a parameter
which is used in positive form in other places of a template.
