fyi, i've renamed the 'cl-l10n.cldr' repo to 'cl-l10n' and added a
darcs MOTD that informs people pulling from it.

the old repo is still available with the name 'cldr.unix-locale-files'
if someone is running a live system and want s to get/send bugfixes.

we are running the cldr codebase in one of our webapps and it serves
us well, so i think it's time for making it HEAD.
