[cl-l10n-devel] arnesi dependency

dear list,

i've pushed a patch that drops the arnesi dependency and uses
flexi-streams for encoding tasks. i hope i didn't break anything.

and while we are at the test suite: any objection against using a
smarter test framework then rt? if noone objects i'll put togather a
bigger test suite using http://common-lisp.net/project/stefil/
eventually.
