There have been definitely changes to the wait queue. Some of them, such as
"3238224 In the queue, when the first process of the queue leaves it, it
awakes the next one in line to test its condition." might influence the
responsiveness of ECL and also increase the CPU %. I would like to
reproduce it in Linux (do not have a multicore NetBSD), but I am quite busy
until mid next-week.
