[Ecls-list] Problem with ecl_elt_unsafe

When trying to build FriCAS with ECL 9.7.1 I got the
following error:

AFAICS there is used, but undefined `ecl_elt_unsafe' in ECL
sources.  The following patch fixed the problem for me:
